Project Ireland 2040 National Marine Planning Framework.

The National Marine Planning Framework (NMPF) sets out Ireland’s first comprehensive marine spatial plan, integrating environmental, economic and social objectives to guide sustainable development across the country’s maritime area. It establishes a unified framework for managing marine activities, balancing ecological protection with economic opportunity and community engagement. The NMPF is grounded in EU directives, national legislation and international conventions. It introduces a structured planning system comprising overarching policies and sector-specific guidance, supported by environmental assessments and stakeholder consultation. It emphasizes climate action, biodiversity conservation, and alignment with the Sustainable Development Goals. Environmental policies focus on maintaining ocean health through targets for biodiversity, water quality, marine litter, underwater noise, and climate resilience. Social policies promote public access, heritage protection, and support for coastal and island communities. Economic policies encourage co-existence of marine activities and infrastructure development, particularly in aquaculture, ports, and offshore renewable energy. The framework is supported by the Maritime Area Planning Bill, which establishes a new regulatory authority and enables regional marine plans. Implementation involves monitoring, public engagement, and coordination across government departments, local authorities, and marine stakeholders.
