This China’s Methane Emission Control Action Plan aims to curb methane emissions to support carbon neutrality and climate goals. Methane, the second-largest greenhouse gas, poses high warming potential and safety risks. The Plan emphasizes building a monitoring and reporting system, improving data quality, and integrating satellite and ground-based technologies. By 2025, key targets include reducing methane intensity in agriculture, achieving over 80% utilization of livestock waste, and raising landfill gas recovery rates. Energy sector measures focus on coal mine gas utilization, oil and gas leak detection, and reducing routine flaring. Agriculture actions include promoting biogas projects, optimizing livestock feeding, and improving rice field water management. Further priorities include enhancing waste and wastewater methane recovery, advancing collaborative control of pollutants and methane, and fostering technological innovation. The Plan calls for stronger regulations, technical standards, and economic incentives, such as voluntary carbon trading for methane projects. International cooperation through South–South partnerships and global platforms will support technology exchange and governance, positioning China as an active contributor to global methane reduction efforts.
