Реmbаa District Integrated Development Plan 2021-2031.

The Pemba District Integrated Development Plan (IDP) 2021–2031 provides a strategic, multi-sectoral framework for sustainable development in Pemba District, Southern Province, Zambia. Anchored in the vision of becoming “A Sustainable District in Environmental, Social, and Economic Development Through Innovation by 2030,” the IDP aligns with Zambia’s Vision 2030 and the Eighth National Development Plan, and was developed through an inclusive, participatory process involving government, private sector, civil society, and local communities. The plan offers a detailed situational analysis, highlighting a predominantly rural population with high poverty and vulnerability rates, a youthful demographic, and significant dependence on small-scale agriculture and livestock. Key challenges identified include low agricultural productivity, limited market linkages, inadequate infrastructure, environmental degradation, and the impacts of climate change—particularly droughts and erratic rainfall. The IDP addresses these through strategies to promote climate-smart agriculture, crop diversification, value addition, improved extension services, and investment in irrigation and water harvesting infrastructure. The plan also covers the livestock and fisheries sectors, emphasizing disease control, infrastructure rehabilitation, and aquaculture development as adaptive responses to climate variability. Environmental management is prioritized through reforestation, sustainable forestry, and the protection of biodiversity, while the tourism sector is recognized for its untapped potential in heritage and natural attractions. Social services are a central focus, with the IDP outlining measures to improve access to clean water and sanitation, health care, and education. The plan identifies critical gaps in health infrastructure, staffing, and service delivery, and proposes investments in new facilities, staff housing, and transport. In education, the IDP calls for expanded infrastructure, recruitment of qualified teachers, and targeted interventions to address gender disparities and support vulnerable groups. The IDP further addresses economic diversification, trade, and industry, advocating for the development of growth centers, improved road and transport networks, expanded energy and communication infrastructure, and the creation of enabling environments for private sector investment. Community development and social welfare programs, including social cash transfers and women’s empowerment initiatives, are integrated to reduce poverty and vulnerability. Implementation is supported by a robust capital investment program, financial plan, and monitoring and evaluation framework, with clear targets and performance indicators across sectors. The spatial development framework promotes orderly urban and rural growth, climate-resilient settlements, and the establishment of a smart city as a regional innovation hub. Overall, the Pemba District IDP 2021–2031 serves as a comprehensive blueprint for inclusive, resilient, and sustainable development, aiming to transform the district’s economic and social landscape while safeguarding its natural resources for future generations.
