Flood Risk Reduction Plan 2022–2027.

This Plan defines the objectives, priorities, and measures for managing flood risks in Slovenia. It aims to reduce the adverse impacts of flooding on human health, the environment, cultural heritage, and economic activities through coordinated preventive actions, spatial planning measures, and infrastructure development. It is based on an assessment of flood hazards and vulnerabilities across Slovenia. Through preliminary risk assessments and detailed flood hazard and flood risk mapping, the plan identifies 86 areas of significant flood risk located within 18 river basins. These areas represent locations where flooding may have substantial consequences for settlements, infrastructure, economic activities, and natural ecosystems, and therefore require targeted management measures. The Plan introduces a combination of structural and non-structural approaches to flood risk management. Structural measures focus on the construction, improvement, and maintenance of flood protection infrastructure such as embankments, retention basins, river regulation works, and drainage systems. Non-structural measures emphasize preventive actions, including the integration of flood risk considerations into spatial planning, restrictions on development in flood-prone areas, improvements in monitoring and early warning systems, and enhanced emergency preparedness and public awareness. Flood risk reduction measures are designed to minimize negative ecological impacts and to support the conservation of natural ecosystems. In certain cases, nature-based approaches—such as the restoration of floodplains, wetlands, and natural river dynamics—are promoted as solutions that can simultaneously reduce flood risk and improve environmental conditions. The Plan also considers the potential influence of climate change on hydrological conditions and recognizes the need to adapt flood management measures to changing precipitation patterns and increasing frequency of extreme weather events. Implementation of the proposed measures involves cooperation among national authorities, water management institutions, regional administrations, and local governments.
