Regulation (2024:1243) on support to promote access to basic commercial services.

The present Regulation establishes a framework for state financial support aimed at ensuring access to basic commercial services — such as groceries, fuel, and essential service points (e.g. postal or pharmacy agents) — in sparsely populated or underserved areas. It provides different types of support to municipalities and businesses, including home delivery subsidies, investment grants, service subsidies, and special operating support, all subject to EU state aid rules and capped amounts. Eligibility depends on factors such as geographic need, financial necessity, and compliance with specific conditions, with priority given to strategically important service providers. Regional authorities are responsible for assessing applications, monitoring use of funds, and enforcing repayment where conditions are breached, while the overarching goal is to support regional development and maintain essential services in rural communities.
