The National Policy Statement for Infrastructure 2025 (NPS-Infrastructure 2025), issued under the Resource Management Act 1991, recognises infrastructure as nationally significant. Its objective is to ensure infrastructure delivers benefits at all levels and supports wellbeing, safety, and development across urban and rural environments. It applies broadly across New Zealand, except in sectors already covered by other national policy statements, such as renewable electricity and transmission. The NPS defines scope, references key planning documents, and clarises how certain materials are incorporated. It establishes one objective and eleven policies requiring decision-makers to enable infrastructure delivery, recognise its benefits, and account for operational needs and spatial planning. Additional policies promote resilience to hazards and climate change, protect Māori interests, manage adverse effects proportionately, and address compatibility between infrastructure and surrounding activities. From 15 January 2026, decision-makers must implement the NPS, with guidance noting its interaction with other laws and a temporary pause on plan-making under the transitioning resource management system.
