Plant Breeding Program 2020-2030.

This document establishes a National Program for the coordination and development of plant breeding and related research activities. It sets out the framework for ensuring the continuity, sustainability and further development of breeding capacity for agricultural crops, focusing on crops cultivated in the country as well as selected less widely grown but prospective species. The Program defines overall objectives and orientations for breeding activities during the programming period. The Program specifies that breeding activities are to be carried out primarily by designated public research institutions and covers both the development of new crop varieties and the conservation breeding of existing ones. It defines priority crop groups, breeding objectives and guiding principles, including adaptation to local conditions, adaptation to changing climatic conditions, resistance to pests and stresses, and suitability for environmentally friendly and organic production. The document also addresses the use of modern breeding methods and technologies to improve the precision and efficiency of breeding work. In addition, the Program sets out objectives related to the maintenance of breeding material, the development of human resources, and the upgrading of research infrastructure. It includes provisions on funding arrangements, performance indicators, reporting and evaluation mechanisms, and the institutional structure for program management and oversight. The document also provides information on implementation arrangements, monitoring, and the planned dissemination of information on bred varieties to producers and other stakeholders.
