This Law establishes the State Policy and Integrated System for Solid Waste Management in Rondônia, with the primary objective of regulating the generation, handling, treatment, and final disposal of solid waste to protect public health and the environment. It defines key concepts and establishes a comprehensive framework for environmental licensing, including procedures for the authorization of activities that may cause environmental impacts. The law sets out principles for waste management that cover all stages—from storage and collection to recycling and final disposal—while prohibiting harmful practices such as improper dumping and open-air burning of waste. In addition, the law aims to strengthen environmental governance and promote sustainable waste management practices by assigning responsibilities to municipalities, waste generators, and environmental authorities. It establishes rules for waste segregation, collection, transportation, and treatment, including specific provisions for hazardous and health‑care waste, as well as requirements for environmental permits and impact assessments. The law also promotes recycling, selective collection, environmental education, and public awareness, while introducing monitoring and enforcement mechanisms, including penalties for non‑compliance.
