System Development Strategy 2024.

The System Development Strategy 2024 (SES) is a cross‑sectoral strategic framework issued by the Federal Ministry for Economic Affairs and Climate Action (BMWK) that guides Germany’s transition to a climate‑neutral energy system by 2045, in line with the Energy Industry Act and national climate targets. It synthesises long‑term scenarios and stakeholder input to define robust transformation pathways and coordinate planning of electricity, gas/hydrogen and heat infrastructures across sectors. The strategy prioritises the large‑scale expansion of renewable energy (especially wind and solar), widespread electrification of end‑use sectors, and rapid development of a hydrogen economy supported by dedicated infrastructure, while emphasising system flexibility, European energy integration and efficient grid expansion as key enablers of the transition. Implementation relies on integrated infrastructure planning tools such as network development plans, regulatory reforms and coordinated stakeholder processes, with the SES conceived as a recurring, adaptive framework that is regularly updated to reflect evolving technological, economic and policy conditions.
