Hong Kong Biodiversity Strategy.

This Hong Kong Biodiversity Strategy and Action Plan 2035 (BSAP 2035) is issued by the Hong Kong Special Administrative Region Government to strengthen biodiversity conservation and sustainable development through 2035. Building on the first phase of the BSAP launched in 2016, it aligns Hong Kong’s biodiversity efforts with the Kunming–Montreal Global Biodiversity Framework and China’s National Biodiversity Strategy and Action Plan (2023–2030). The Plan aims to conserve, restore, sustainably manage, and wisely use biodiversity while supporting ecological resilience, climate action, and harmony between humanity and nature. The BSAP 2035 establishes four strategic areas: nature conservation, deepening biodiversity mainstreaming, capacity building, and collaborative partnering. It sets ten overall targets and 30 priority actions, including expanding protected areas and other effective area-based conservation measures, strengthening endangered species protection, restoring habitats, controlling invasive alien species, promoting nature-based solutions, reducing pollution, improving biodiversity knowledge, and enhancing community participation. The Plan also emphasizes wetland conservation, blue-green infrastructure, green finance, regional cooperation within the Guangdong–Hong Kong–Macao Greater Bay Area, and monitoring mechanisms to evaluate implementation progress.
