These Regulations, consisting of 26 sections and 5 schedules and applying to all dams in Mainland Tanzania, require the Director of Water Resources to maintain a register of approved professionals qualified to conduct dam safety and risk assessments under the Act. Such professionals must ensure compliance with accepted dam engineering practices, keep proper records, and submit reports to both the dam owner and the Director, including formal signed safety evaluation reports confirming whether the dam meets required engineering and safety standards within the prescribed timeframe. Part III sets rules for dam and tailings dam construction requiring permits and compliance with Director-approved plans, designs, and programmes. It regulates all modifications through mandatory approval and allows the Director to require updates or improvements. Owners must conduct annual inspections, periodical reviews, and keep operational records. Dams are also classified by downstream risk levels from very low to very high and officially published in the Gazette. Part IV requires dam owners to implement an approved monitoring programme for inspection, operation, and maintenance, with clear reporting responsibilities to the Director and Basin Water Officer. Authorities review reports, conduct inspections, and may issue risk mitigation directives or order technical audits by approved professionals. Part V requires all dam and tailings dam owners to register their structures with the Director.
