This CMM establishes and regulates a Record of Authorised Vessels operating in the Agreement Area, defining that only vessels listed on the Record are permitted to fish, retain, tranship or land fishery resources. It sets out comprehensive obligations for Contracting Parties, cooperating non‑Contracting Parties and Participating Fishing Entities (CCPs) to submit and regularly update detailed vessel information, including technical characteristics, ownership, fishing methods, monitoring systems and identification data, thereby supporting monitoring, control and surveillance systems. The Secretariat is tasked with maintaining and publishing the Record, while CCPs must ensure vessels comply with SIOFA requirements, verify registration and authorisations, address IUU-related risks, and prohibit activities by unlisted vessels. The measure further provides procedures for notification of missing or updated data and establishes enforcement responsibilities, including reporting suspected unauthorised vessels and completing outstanding monitoring equipment details within specified timelines.
