This Law establishes the Emergency Programme to Support Micro and Small Enterprises of Santa Catarina (PRONAMPE EMERGENCIAL SC), aimed at promoting the rapid recovery and reconstruction of productive activities affected by natural disasters, climatic events, and related emergencies in the State. The programme targets micro, small, and medium-sized enterprises located in municipalities officially declared in a state of emergency or public calamity, with the objective of mitigating negative economic and social impacts and preserving employment and income levels in affected areas. The programme operates by providing financial subsidies to cover interest charges on credit operations granted through state development institutions, particularly BADESC and BRDE. It authorizes the allocation of public resources, including direct transfers and financial compensation mechanisms, to ensure favorable credit conditions for affected businesses. The law also establishes eligibility criteria, restrictions on the use of funds (e.g. excluding overdue or renegotiated credit), and monitoring requirements through regular reporting by financial institutions to ensure transparency and accountability in programme implementation.
