Baltic Sea Regional Nutrient Recycling Strategy.

This Strategy sets out a regional framework for nutrient management across the contracting parties, addressing nutrient losses to the marine environment and the use of nutrients in agriculture and food production systems. It provides measures for the recycling of nutrients from biomass, including livestock manure and sewage sludge, for their return to plant production cycles. The framework is based on the management of nutrients in accordance with scientific knowledge. The framework includes provisions on nutrient use efficiency through fertilization planning in accordance with crop requirements and soil conditions. It provides for the management of manure, the control of nutrient losses from animal grazing, and the recovery of nutrients from food processing residues and wastewater treatment processes. It also addresses the transfer of organic residues from areas with nutrient surpluses to areas where nutrients are required. The document establishes measures for the management of risks associated with environmental contamination and human health. It provides for the assessment of inorganic and organic substances present in recycled materials, including pathogens, antibiotics and antimicrobial resistance. It further addresses the establishment of limit values and quality criteria, including certification systems, and refers to measures aimed at reducing ammonia and greenhouse gas emissions. It provides for cooperation across sectors and the coordination of policy measures in the fields of agriculture, wastewater management and related activities. It includes provisions concerning economic and regulatory instruments for the use of recycled nutrient products, as well as measures relating to research, technological development, verification of technologies, and the monitoring and reporting of implementation.
