This Resolution establishes a Interministerial Committee for updating the Cape Verde’s Nationally Determined Contribution (NDC 3.0) under the Paris Agreement, with the overarching objective of ensuring the country’s compliance with international climate commitments while strengthening its sustainable development trajectory. The Committee seeks to produce an updated, technically robust and ambitious climate strategy that integrates mitigation and adaptation goals up to 2035, aligned with national priorities and global climate targets (notably the 1.5°C pathway). It emphasizes the need to guide investments in key sectors such as renewable energy, water management, agriculture, and ecosystem protection, while also supporting economic transformation, food security, and social inclusion. To achieve these objectives, the Committee focuses on establishing a coordinated and participatory framework involving public institutions, municipalities, civil society, academia and the private sector, ensuring effective data collection, analysis and validation processes. It includes the development of emissions scenarios, identification of mitigation and adaptation measures, assessment of climate risks and vulnerabilities, and estimation of financial and technological needs. The Committee is also tasked with ensuring transparency, methodological consistency with the Paris Agreement, and the integration of social, gender and environmental safeguards.
