This Regulation establishes a regulatory framework, approving the rules and criteria for identifying cadastral quarters where federally significant comprehensive cadastral works will be carried out. It is based on existing federal legislation on cadastral activities and forms part of the broader state program “National Spatial Data System.” The responsibility for determining the relevant cadastral quarters is assigned to the Federal Service for State Registration, Cadastre and Cartography, using proposals submitted by regional executive authorities. The Regulation defines a structured procedure for compiling the list of eligible cadastral quarters. Regional authorities submit proposals containing justification, compliance with criteria, and data on real estate objects within each quarter. These proposals must meet formal requirements, be submitted electronically, and include supporting documentation; otherwise, they are rejected. The federal authority may request additional information, evaluate submissions within defined timelines, and calculate a significance coefficient for each cadastral quarter based on established criteria and weighting factors. Quarters are ranked and included in the final list in descending order of this coefficient, while those scoring zero are excluded. The final list is reviewed with input from a public-law company (“Roskadastr”), which may recommend modifications. The federal authority then approves the definitive list, with the possibility of adjustments during the year if implementation issues arise. The Regulation specifies five key criteria used in the evaluation: location within key settlements, the proportion of land plots with legally defined boundaries, the presence of registry errors, planned land formation activities, and socio-economic relevance. Each criterion is assigned a relevance weight, forming the basis for the overall prioritization of cadastral quarters for federal cadastral work.
