It governs the formulation, quarterly monitoring, annual evaluation, and enforcement of minimum renewable energy targets for end-users and provincial administrative regions across China. The Measures split renewable energy mandates into the minimum proportion target of renewable energy consumption for key energy-consuming industries and the responsibility weight for renewable energy power consumption for provincial regions. Industry targets are subdivided into power and non-power categories (such as renewable heating, cooling, biomass, and hydrogen/ammonia/alcohol production), while provincial weights focus on total and non-hydro electricity consumption ratios.
