This Cantonal Dog Act of Zurich regulates the keeping, handling and supervision of dogs, aiming to ensure safe and responsible ownership and to protect people and animals from danger and nuisance. It assigns primary implementation to municipalities and the cantonal veterinary authority, and coordinates with federal animal‑health and animal‑protection rules. The Act sets owner obligations including mandatory liability insurance, compulsory training, registration and reporting duties, and prohibits certain high‑risk breeds while imposing leash and muzzle requirements in defined situations. It empowers authorities to impose behavioural assessments and remedial measures ranging from training and restrictions to rehoming or euthanasia in severe cases, and provides for municipal fee collection, administrative fines, and detailed procedures for enforcement, data management and cooperation between cantonal and municipal bodies.
