This Regulation determines the organizational structure, the duties and powers of the service units, and the working procedures and principles of the Small and Medium-Sized Enterprises Development Organization (KOSGEB). The KOSGEB consist of the General Assembly, the Executive Committee, and the Presidency. The duties of the General Assembly include taking measures to ensure the adaptation of small and medium-scale businesses to technological developments and the free competition environment in line with development plans and programs, making development and support decisions regarding businesses, and planning and coordinating their implementation. The Presidency shall establish, support, and promote systems and mechanisms that enable large-scale industrial enterprises to procure finished and semi-finished goods from SMEs, with a view to enhancing the productivity, production capacity, competitiveness, and marketing opportunities of such enterprises. The Presidency shall further encourage and facilitate the organization of production activities by large-scale enterprises in a manner that responds to and supports the needs and development of the SME sector. In addition, the Presidency shall undertake measures and initiatives to create, expand, and promote export opportunities for SMEs and to strengthen their integration into domestic and international supply chains.
