UK Biological Security Strategy.

The UK Biological Security Strategy (2023) sets out the United Kingdom’s vision to become, by 2030, resilient to a wide spectrum of biological threats while remaining a global leader in responsible innovation. The strategy adopts a One Health approach that links human, animal, plant and environmental health, and emphasises the growing influence of climate change, global trade and biotechnology on biological risk. The Strategy is structured around four pillars: Understand, Prevent, Detect and Respond. It proposes mechanisms such as a real-time Biothreats Radar, enhanced data sharing, public awareness campaigns, regular national and international exercises, stronger biosafety and biosecurity standards, and measures to counter biological weapons proliferation. Particular attention is given to reducing the spread of infectious diseases, antimicrobial resistance, animal and plant diseases, and invasive non-native species, while strengthening border biosecurity and supporting international cooperation on pandemic preparedness and global health security. To improve preparedness and resilience, the strategy promotes the development of a National Biosurveillance Network, rapid diagnostic capabilities, microbial forensics, and the capacity to develop vaccines, therapeutics and diagnostics within 100 days of a future pandemic threat. It also establishes new governance arrangements, including a lead minister, a Biological Security Coordination Unit and enhanced scientific advisory structures. Alongside risk management objectives, the Strategy seeks to leverage advances in life sciences, genomics, artificial intelligence and biotechnology to stimulate innovation, investment and economic growth, while promoting responsible research and international leadership in biosafety, biosecurity and pandemic prevention.
