National Public Procurement Strategy 2023–2027.

This Strategy establishes the direction for modernizing, streamlining, and professionalizing the Romanian public procurement system. Developed by the National Agency for Public Procurement, it addresses operational bottlenecks, procedural inefficiencies, and administrative capacity constraints across contracting authorities. The primary structural objective centers on shifting public spending evaluations from a lowest-cost focus toward value-for-money methodologies that incorporate environmental and social considerations. The Strategy is structured around five key operational pillars. Initial priorities focus on promoting green and sustainable purchasing guidelines, encouraging market innovation, and facilitating greater access for small and medium-sized enterprises through lot division and simplified administrative requirements. Additional pillars target systemic efficiency by upgrading national e-procurement infrastructure to enable automated end-to-end processing and interoperable data exchange. Professionalization of the public administration workforce forms a core component of the Strategy. Interventions include establishing dedicated career pathways for procurement personnel within the civil service structure, standardizing qualification requirements, and providing ongoing operational guidance. Simultaneously, oversight mechanisms managed by the National Agency for Public Procurement are designated for optimization, shifting ex-ante quality control focus toward legal compliance and risk mitigation. Implementation relies on structured coordination between central ministries, contracting authorities, and private sector stakeholders. Financing and execution are integrated with broader national administrative initiatives, utilizing domestic resources alongside European Union structural and resilience funds. Systematic monitoring frameworks tracking performance metrics, procedural timeframes, and market participation rates are embedded across the five-year execution cycle.
