This document sets out the monitoring and evaluation framework for Iceland’s National Action Plan on Antimicrobial Resistance. It explains how implementation of the NAP will be followed, how progress will be assessed, and how the overall success of the plan will be evaluated. A multidisciplinary working group appointed by the Minister of Health is responsible for monitoring activities, tracking costs, evaluating outputs and outcomes, preparing annual progress reports, and recommending revisions where necessary. Responsible stakeholders must provide standardised information each year, including on funding, expenditure, implementation problems, timelines, prioritisation and expected deliverables. The document distinguishes between output indicators, used to assess progress towards the objectives of individual actions, and outcome indicators, used to evaluate the overall effectiveness of the NAP. Progress is assessed annually against benchmarks and goals for 2029, with data drawn from responsible stakeholders, health authorities, veterinary authorities and laboratories. Annual progress reports, submitted by 1 July, are intended to summarise implementation, evaluate results and propose any necessary changes to the action plan or its cost framework. The appendices provide the detailed activities, deliverables, responsible institutions, indicators, benchmarks and outcome targets on which this monitoring and evaluation system is based.
