This Act establishes a deposit-return and recycling system for single-use beverage containers in order to support a circular economy, increase collection and recycling, reduce the use of disposable containers and improve resource efficiency. A deposit and administrative fee are imposed on beverage containers made of steel, aluminium, glass and plastic, whether imported or produced domestically, and consumers are reimbursed when used containers are returned. A designated company has exclusive responsibility for administering the deposit system and organising nationwide collection and recycling, while regulations may establish collection and recovery targets, labelling requirements and even prohibit single-use containers that cannot readily be reused or recovered. The Act also specifies who must pay the deposit, registration and reporting duties, collection procedures, surcharges and interest for late payment, appeal mechanisms and enforcement, with violations punishable by fines.
