This Act establishes a freshwater fish hatchery in the Municipality of Talacogon, Province of Agusan del Sur, under the supervision of the Bureau of Fisheries and Aquatic Resources (BFAR) of the Department of Agriculture. It mandates the conduct of a feasibility study prior to construction, provides for funding through the General Appropriations Act, and requires the local government unit to contribute to the hatchery's operation. The Act further provides for the transfer of hatchery management to the local government within two years after construction, accompanied by a training and capacity-building programme for local personnel, and directs the Secretary of Agriculture to issue implementing rules and regulations governing the supervision, operation, monitoring and transfer of the facility.
