Drinking Water Regulation.

This Regulation lays down the requirements for ensuring that water intended for human consumption is wholesome and compliant across the Republic of Slovenia. It defines parametric values for microbiological, chemical, and indicator properties to protect public health from contamination. The provisions apply to public water supply systems, mobile delivery tankers, bottled table and spring water, and water used in food production enterprises, while excluding private domestic supplies serving fewer than fifty persons unless used for commercial or public functions. Water supply system operators must establish operational monitoring and conduct periodic risk evaluations covering water extraction, treatment, and distribution networks. Management obligations extend to implementing preventive measures in catchment areas, maintaining treatment infrastructure, and using certified materials that do not leach chemical pollutants or promote microbial growth. Municipalities are assigned specific duties to evaluate local access to drinking water, identify populations facing restricted or irregular supply, and take appropriate measures to facilitate connection to public supply networks or provide alternative safe drinking water solutions. Specialized provisions apply to priority premises, including educational, healthcare, and residential institutions, where indoor plumbing systems present elevated public health risks. Facility owners and managers must execute risk assessments and implement targeted monitoring for specific contaminants, such as lead and Legionella bacteria. When sampling indicates that parametric thresholds are breached or water safety is compromised, operators must immediately investigate, notify affected consumers, implement corrective actions, and restrict or suspend supply if necessary to safeguard public health. The Regulation regulates information distribution, requiring water suppliers to maintain public access to up-to-date data regarding water quality, parametric testing results, treatment methods, and supply boundaries. Competent ministries and national health institutes conduct official monitoring and maintain national registries to ensure supervisory oversight.
