This Decree establishes the legal framework governing the rescue of wild fauna in the State of São Paulo. Its principal objective is to define the responsibilities, competencies, and operational procedures for public authorities, authorised entities, concessionaires, and other qualified operators involved in the rescue, protection, handling, transport, and release of wild animals. The decree provides key definitions relating to wildlife rescue, apprehension, chemical restraint, and release, while clarifying the distinction between rescued animals and animals seized as a result of illegal possession or wildlife offences. The decree also seeks to promote coordinated and humane wildlife management by establishing a hierarchy of rescue measures that prioritises the least invasive interventions, such as driving animals away from danger before resorting to capture or chemical restraint. It assigns the Secretariat for Environment, Infrastructure and Logistics (SEMIL) a central role in creating a network of authorised wildlife reception facilities, developing a unified digital platform for wildlife management, implementing rescue protocols, training personnel, and coordinating cooperation among state agencies and municipalities. Overall, the decree aims to ensure the welfare of wild animals while safeguarding public safety and strengthening institutional coordination for wildlife rescue operations throughout the state.
