The Luanshya District Integrated Development Plan (2023–2033) establishes a ten-year strategic framework for the sustainable socio-economic development of Luanshya District, Zambia, under the vision of becoming an “Economically Diversified Green City by 2033.” The Plan promotes integrated territorial development across key sectors, including agriculture, fisheries, livestock, forestry, water resources, environment, infrastructure, health, education and local economic development. It identifies sectoral challenges and sets out objectives, targets and investment priorities aimed at enhancing agricultural productivity, expanding aquaculture and livestock production, improving water supply and sanitation services, strengthening forest conservation and afforestation programmes, and promoting sustainable natural resource management. The Plan further provides a Spatial Development Framework, implementation and financing arrangements, local area planning mechanisms, and a monitoring and evaluation system to guide coordinated action by government institutions, local authorities, communities and development partners. Emphasis is placed on participatory planning, climate-resilient development, environmental sustainability and economic diversification to improve livelihoods and food security within the district.
