It designates the Department of Agriculture, through the Bureau of Fisheries and Aquatic Resources Regional Fisheries Office IV-A (DA-BFAR RFO IV-A), as the authority responsible for supervising construction, operation, monitoring, and technology transfer. The IRR requires the preparation of feasibility and engineering studies, provides for DA-BFAR funding and management during the initial operational period, and establishes a training and phasing-in programme for local personnel. It further regulates the transfer of hatchery management to the Local Government Unit through a Memorandum of Agreement, requiring the creation of plantilla positions and the establishment of a trust fund for hatchery revenues. The IRR also creates a Monitoring Committee, provides for continued technical assistance by DA-BFAR, and includes provisions on implementation, amendments, separability, and effectivity.
