Executive Decree No. 130/26 requiring economic operators licensed to import food products to purchase domestically produced mass-market goods.

This Executive Decree was adopted by the Ministry of Industry and Commerce of Angola to promote national production, strengthen domestic supply chains, and increase the market presence of locally produced essential consumer goods. The Decree requires licensed importers of specified consumer products, namely pork, poultry meat, milled rice, refined sugar and tilapia, to purchase a minimum of 20 per cent of the quantity they intend to import from national producers. The measure is intended to encourage demand for domestic production and support the continued expansion of local manufacturing and agricultural output. The Decree also requires commercial establishments to provide visible and clearly identified display areas for national products and prohibits practices that conceal or restrict consumer access to such goods. Importers must submit documentary proof of purchases from domestic producers, including invoices, supply contracts or delivery notes, as a condition for obtaining or renewing import licences. Failure to provide the required documentation may result in the denial of import authorisations, while the submission of false information may lead to the cancellation of licences and importer registrations. The Decree entered into force 30 days after its publication and establishes a regulatory framework to prioritise and promote Angolan production in the domestic market.
