Punjab State Action Plan on Climate Change 2.0.

The Punjab State Action Plan on Climate Change (SAPCC) 2.0 provides the Government of Punjab’s strategic framework for climate change adaptation and mitigation through 2030. Prepared in alignment with India’s Nationally Determined Contributions (NDCs) and the Sustainable Development Goals (SDGs), the Plan assesses observed and projected climate trends, district-level vulnerability, and climate-related risks affecting agriculture, water resources, biodiversity, health, energy and urban development. The Plan establishes seven state missions covering forests and biodiversity, sustainable agriculture, water, health, strategic knowledge, energy efficiency and renewable energy, and sustainable habitat. It promotes climate-resilient agriculture through crop diversification, sustainable water management, climate-resilient livestock systems, aquaculture development and improved management of agricultural residues. The Plan includes measures for biodiversity conservation, afforestation, ecosystem restoration, wetland protection, groundwater recharge, wastewater reuse, flood management and adaptation of public health systems to climate-related risks. Mitigation measures focus on renewable energy expansion, energy efficiency, sustainable transport, waste management, green buildings and low-carbon urban development. The document provides implementation arrangements, financing requirements, monitoring indicators and institutional responsibilities to support coordinated climate action across Punjab while strengthening resilience, reducing greenhouse gas emissions and promoting sustainable socio-economic development.
