Uttar Pradesh State Action Plan on Climate Change 2021–2030.

The Uttar Pradesh State Action Plan on Climate Change (UP SAPCC 2.0) 2021–2030 provides the State framework for climate change adaptation and mitigation and aligns its priorities with India’s NDCs, the SDGs and national climate policies. The Plan assesses observed and projected climate trends and district-level vulnerabilities relating to agriculture, water, forests, energy, habitats, health and disaster management. The Sustainable Agriculture Mission promotes climate-smart agriculture, agro-meteorological services, resilient crops, efficient irrigation, crop diversification, livestock and fisheries measures, and improved access to agricultural insurance. The Jal Mission provides for water budgeting and monitoring, efficient irrigation and water use, groundwater recharge, wastewater reuse, rainwater harvesting, wetland recharge and strengthened flood preparedness. The Green UP Mission promotes forest restoration, trees outside forests, agroforestry, rehabilitation of degraded lands, conservation and restoration of wetlands, control of invasive alien species and conservation of endangered species and biodiversity. Energy-related measures include renewable energy development, solarisation of agricultural and water pumps, improved energy efficiency, reduction of transmission and distribution losses, efficient cooling technologies and electric mobility. The Sustainable Habitat Mission addresses climate-resilient urban and rural planning, housing, roads, drinking-water and storm-water systems, solid and liquid waste management, wastewater recycling and low-carbon transport. The Health and Disaster Management Missions address climate-sensitive diseases, disease forecasting, heat stress, climate-hazard mapping, early-warning systems, flood and drought risks and assessment of climate-related loss and damage. Implementation is coordinated through the Department of Environment, Forest and Climate Change, the Uttar Pradesh Climate Change Authority and sector-specific agencies, supported by public, private, national and international financing sources.
