Lao PDR’s Ninth Five-Year Energy and Mines Development Plan 2021–2025 reviews implementation of the 2016–2020 plan and establishes twelve goals for energy and mineral development. It seeks reliable electricity supplies, efficient resource development and national revenue generation, integrating sustainable development and green growth objectives. Energy measures expand generation, transmission, distribution and rural electrification, targeting electricity access for 98% of households. The planned domestic electricity supply mix comprises 65% hydropower, 30% coal-fired generation and 5% alternative sources, including solar, wind and biomass. Measures also promote electric transport, biofuels, charging infrastructure, energy conservation, appliance efficiency standards and improved electricity services. Mining measures strengthen geological surveys, resource databases, mineral assessment, domestic processing, licensing, inspections and enforcement. They provide for environmental, social, health and safety monitoring, mine rehabilitation and closure, and community participation in development and impact assessment.
