This national Action Plan sets out Thailand’s Phase 2 strategy for managing plastic waste for the five-year period 2023–2027. The Plan identifies the continuing environmental and management problems related to plastic waste in communities, landfills and marine environments, and records the rationale for moving from largely voluntary measures to strengthened, systematic interventions. The document articulates four strategic goals and sets specific quantitative targets: (1) eliminate targeted plastic items to prevent landfill disposal, (2) achieve full recovery/recycling of target plastic products by 2027, (3) reduce plastic leakage to the sea by 50% by 2027, and (4) establish ten management instruments (including EPR, product standards, PCR certification, digital platforms and a national plastics database). Measures include product grouping and mandatory standards (including compostable-plastics standards), incentives for PCR use, promotion of Eco-design and refill systems, EPR pilot schemes, expanded collection and recycling infrastructure (Recycle Hubs, community recycling), development of composting facilities for compostable plastics, measures targeting marine debris (boom traps, gear marking, island waste systems), capacity building, research priorities (recyclability, microplastics, circular design), and awareness and PPP-driven campaigns. The Plan emphasizes stakeholder engagement (government, private sector, local authorities, waste pickers), development of digital marketplaces for recyclables, and phased measures to scale up circular economy practices while reducing marine pollution and landfill burdens.
