An application to fish by a foreigner shall be made by the foreign person or cororate body through their agent to the Directorate General of Fisheries. The application shall only be submitted on the basis of an agreement signed with the country of origin of the applicant. The application shall be in the form as set out in Attachment I (art. 1). Article 2 provides for decision-making with respect to the grant or refusal of a licence. Licences shall be issued in the form as set out in Attachment 2. Article 3 concerns modification of a fishing licence. The fishing licence shall be effective for one year (art. 4). Foreign fishing vessels shall appoint an Indonesion fishing corporation approved by the Directorate General of Fisheries as their representative (art. 6). Article 9 provides for reporting on fishing activities. Remaining provisions prohibit certain activities and prescribe offences and penalties. (12 articles)
