The Notification states that new project or expansion or modernisation of any existing industry or project listed in Schedule 1 are subject to the submission of an application and of an Environmental Impact Assessment report to the Ministry of Environment and Forests. Specific provisions are made with respect to the following projects: 1) mining; 2) pit-head thermal power stations; 3) hydro-power, major irrigation projects and/or their combination including flood control; 4) ports and harbours (excluding minor ports); 6) prospecting and exploration of major minerals in areas above 500 ha. The reports submitted with the application shall be evaluated and assessed by the Impact Assessment Agency, upon consultation of a Committee of Experts. Further provisions concern, inter alia, the inspection of the site, the recommendations by the Agency, the public hearing and the decision within thirty days thereafter. Three Schedules concern the following: List of the projects requiring environment clearance from the Central Government (I); Application form (II); Composition of the Expert Committees for Environmental Impact Assessment (III).
