This Regulation implements provisions of the Act which provides for the establishment of various Forestry Centres and a central institute for forest development. The 44 sections are divided into 5 Chapters: Rules relative to the Forestry Centres (1); The Central Forestry Development Institute Tapio (2), Provisions common to the Forestry Centres and the Forestry Development Institute (3); The Inspectorate (4); Entry into force and transitional provisions (5). Section 1 outlines in rather general terms the tasks of the Forestry Centres, whereas section 2 defines the tasks of the Board of Directors. The remaining provisions of Chapter 1 deal with the composition of the Board of Directors, nomination, etc. Provisions of Chapter 2 follow the same pattern and regulate the same matters as those of Chapter 1 for the Development Institute. Common provisions are formulated with respect to such matters as financing (sect. 22), control of means (sect. 24), and bookkeeping and accounting (sects. 25-36).
