The Act establishes the procedure for the granting of advances to farmers for the purpose of carrying out works of water supply. To this end, the Act regulates: (a) the submission of the application by farmers; (b) the criteria to be taken into account by the Rural Assistance Authority for the granting of or the refusal to grant the advance; (c) the conditions to be met by farmers for obtaining the advance; (d) the submission of the application by the owners of two or more separate parcels of land wishing to carry out works of joint water supply; (e) surveys and investigations by the appropriate authorities. No work to be constructed (1) for water conservation, irrigation, water supply or drainage; or (2) for the prevention of inundation of land and overflow of water thereon; or (c) for changing the course of a river shall be carried out under the provisions of this Act, unless and until the requisite licence, permit, authority or approval has been obtained according to the provisions of the Water Act 1912.
