The Ministry of Environment and Forestry formulates and executes policies and programs on environment-friendly management of wastes, regional waste management plans, activities on cross border transportation and disposal of wastes, granting of licenses for exportation of wastes, supervision of disposal facilities. The Ministry could delegate some of these tasks to provincial governors. Individuals and companies producing wastes must take every measure to minimize such occurrence, and apply for a license in order to temporarily store their waste: furthermore waste must be properly stored in containers according to the internationally accepted standards. Individuals and companies involved in waste disposal must be licensed too: preliminary licenses are granted at the beginning of operations and in order to operate the waste disposal unit. Waste transportation is consented only under a license, no importation is permitted, and exportation is allowed only whereas disposal facilities are inadequate. Official consent is required from the relevant body of the importer country that they would accept such wastes and also for transit movements. If recycling of wastes is not possible then they should be disposed by using appropriate technologies. Technical details of disposal process are given in the Regulation.
