Executive Order No. 263 adopting community-based forest management as the national strategy to ensure the sustainable development of the country's forest land resources and providing mechanisms for its implementation.

The purpose of this Executive Order is to entrust the responsibility for forest rehabilitation, protection, and conservation to the community of stakeholders by adopting community-based forest management (CBFM) as the national strategy to achieve sustainable forestry. A CBFM Steering Committee shall be established and shall be in charge of formulating and developing policy guidelines that will create incentives and conditions necessary to effectively carry out community-based forest management strategies.
