The purpose of these Measures is to regulate the inspection and quarantine as well as supervision and administration of outbound fresh or frozen fruit, and improving their quality and safety. The text lays down conditions for the registration of orchards of outbound fruit and packaging factories. Inspection and quarantine institutions shall monitor the harmful organisms as well as the toxic and harmful substances in the orchards and the packaging factories of outbound fruits and shall also supervise and administer them in this regard as provided for in these Measures. The State Administration of Quality Supervision, Inspection and Quarantine (SAQSIQ) shall be responsible for implementing these Measures.
