This Ordinance provides for the management, control and use of waterworks, and prohibits polluting discharges in water gathering grounds. The Ordinance empowers the Water Authority to safeguard and control waterworks. Duties of the authority shall be the following: to supply water from the waterworks; to acquire and conserve water; to supervise and regulate water consumption; to ensure the proper administration and management of the waterworks; to require payment of any charge; etc. The Authority may also: restrict or suspend a supply or disconnect a fire service after prior notification specifying the reasons for the suspension; establish standpipes to supply water to the public free of charge; fix the amount of a deposit by a consumer to cover any charge due; prepare maps showing all gathering grounds; etc. The Ordinance contains also penal provisions.
