This Order stipulates that reforestation shall be carried out for the purpose of renewing cut, destroyed and damaged forests and forest plantations, and of conserving the biological diversity and beneficial functions of forests. Such reforestation shall employ natural, artificial and combined methods. Natural reforestation shall be carried out by means of conservation of re-growth of forest tree species, soil mineralization and fencing. Artificial reforestation shall entail the planting of nurslings, seedlings, budwood and seeds. Combined reforestation shall use both natural and artificial reforestation means. Reforestation shall be carried out by leaseholders of forest plots and by state and municipal agencies for all other types of forests.
