This Decree shall be binding on organizations irrespective of their organizational, legal form or form of ownership and on individual entrepreneurs carrying out extraction and processing of minerals or subsoil management not related to the extraction of minerals. Elaboration and implementation of projects for mining, mineral extraction, and management not related to the extraction of minerals shall be carried out in accordance with mining licences or product-sharing agreements. Project documentation shall include technical substantiation on subsoil and environmental protection, mining and extraction of minerals, recycling and burial of hazardous waste (if available), re-cultivation of disturbed plots of land and exploration. Soil re-cultivation arrangements may be elaborated separately.
