The Decree requires the following steps be taken to promote the sustainable development of farming enterprises and efficient state support of farms that grow crops on low-yield land for public needs: (a) create a special fund within the state budget to finance such enterprises from 2008; and (b) extend leases of agricultural equipment and farm machinery to such enterprises on preferential terms from 7 to 10 years.
