Section 3 of the above-mentioned Act establishes that the Halifax Regional Water Commission, originally incorporated as the Public Service Commission of Halifax is hereby continued. The Commission may, amongst others, acquire, own or operate: i) water systems, facilities and utilities, ii) wastewater systems, facilities and utilities, and iii) storm water systems, facilities and utilities.
