This Ministerial Decree establishes that essential criteria of agricultural soil fertility reduction shall be change of the following three criteria caused by the violation of the provisions on rational soil management established by the national land legislation. The criteria shall be set as follows: (a) reduction of organic substances in arable land by 15 percent and over; (b) reduction of inorganic acidity in acid soil by 10 percent and over; (c) increase of alkalinity in black alkali soli by 10 percent and over; (d) reduction of labile phosphorus by 25 percent and over; and (e) reduction of exchange potassium by 25 percent and over.
