These Regulations aim to regulate access to high consequence dangerous goods (HCDG), and to provide for the management of risks arising out of security concerns associated with explosives and high consequence dangerous goods. The Regulations set out procedures and requirements for obtaining: licences to import, export, manufacture, store, sell, supply, use, handle, transport and dispose of high consequence dangerous goods; and permits to have unsupervised access to high consequence dangerous goods. The Regulations further provide for licence fees, particulars for security plans required by the authority, etc.
