This Circular stipulates nuclear safety requirements of nuclear power plants and provides for survey, evaluation, appraisal and approval of nuclear power plants. The Circular further provides for the survey and study of environmental factors which impact the dispersion of radioactivity from a nuclear power plant, covering radioactivity dispersion in the atmosphere, surface water and ground water, and radioactive impacts on humans and the environment.
