This Presidential Decree establishes the modalities of issuance of mining licences for the plots of subsoil containing non-metallic minerals for the following purposes: (a) exploration; (b) experimental and industrial extraction; and (c) management of technogenic mineral deposits. A separate licence shall be issued for each type of activity. Licence shall not be required for experimental and industrial mining of limited amount carried out for the purpose of assessment of mineral deposits. Licences shall be issued through public tenders.
