This Regional Decree shall be applicable to hunting and capture of species that are not subject to hunting for scientific, cultural, educational, recreational and aesthetic purposes. It shall not be applicable to hunting and fishing resources, endangered and protected species, wild fauna species populating protected areas and protected by the international agreements of the Russian Federation. Hunting shall be carried out with the observance of the following conditions: (a) prevention of damage to natural populations of wild fauna species; (b) prevention of destruction of habitats; and (c) use of humane hunting methods. Hunting shall be carried in accordance with hunting permits issued by the competent state wildlife institution with the period of validity not exceeding one year.
